The publication analysis nine case studies of strategies and financial instruments available and developed locally by European local authorities to mobilize financial resources efficiently and promote independence and resilience territories. A conventional forms of financial engineering meet optimization strategies of public resource management and exploration of local financing solutions and alternatives placing the local economy at the heart of the development process thus opening new opportunities to diversify resources.
