A full-day conference on Localizing Global Agendas – Social focus will highlight success factors and strategies to deliver on Sustainable Development Goals, and particularly how national policies can serve as tools for local implementation.

Sweden is considered to be one of the countries in the best position to deliver on the 2030 Agenda and reach the Sustainable Development Goals (SDGs), including the global Climate Agreement (COP21) and the New Urban Agenda (NUA). Sweden has also committed to taking leadership for sustainable development in the coming decades, by initiating a high-level "champions" group of nine countries.    

However, our footprint is among the highest in the world. Therefore, local implementation of the global agendas will be key, in Sweden as well as globally, if we are to deliver on the commitments. While many actors and institutions have taken on independent roles to lead the way forward – national leadership must be strengthened and adequately prioritise, minimise obstacles, and support local implementation. By leading the way at home, Sweden can be a global source of inspiration, show good examples and provide tools to support local implementation globally. 

Global Utmaning has identified four areas of particular importance for local implementation of global agendas; global health and well-being, urban development, youth participation and sustainable financing. In four parallel sessions we will discuss how national policies, strategies and recommendations can serve as tools for local implementation. 

On this occasion the new report 12 Pathways to Global Health – From Evidence to Policy will be launched. It calls for a social and local focus in the implementation of the global agendas, in order to leave no one behind. 

The conference is organised together with a wide range of Swedish and global collaborative partners and will gather a large multi-stakeholder participation.

(A) National Urban Forum: Towards a National Urban Policy

The overall objective of the National Urban Forum is to raise the profile of local implementation of the global agendas at the country level towards improved sustainable urbanization strategies, policies and programs, through a highly participative format strongly encouraging feedback and input from all attendees.

The expected outcomes of the forum are knowledge base building – capacity building, tools and national support for implementation, engagement – a permanent multi-stakeholder platform, awareness raising – putting the local and urban dimensions at the centre of national priorities, and policy advice – elaborating on a National Urban Policy. 

The focus of this National Urban Forum will be the multi-stakeholder formulation of a National Urban Policy. It will serve as input to the Governments’ initiatives and be a platform for safeguarding the adequacy and implementation of policy at the local level.

(B) From Evidence to Policy: Towards a Swedish Strategy for Social Development and Global Health
Global health and social well-being emphasises cross-border health issues and involves many disciplines within and outside health sciences. Hence, it is crucial that health and well-being is an important and integrated part of all Swedish international development cooperation and foreign policy. 

The discussion will provide a platform to explore and exchange ideas, discuss Sweden's added-value, comparative advantages, and how experts can jointly provide input and guidance for global health to be an integrated part of policy. We will gather cross-sectoral experiences and knowledge, and use the report 12 Pathways to Global Health – From Evidence to Policy as point of departure for discussions. The session will include introductory speakers, followed by smaller group discussions, and a concluding discussion with the intention to draft joint recommendations from experts on going forward in the SDG-era.

(C) Long-term Implementation: Recommendations by the '1.8 Billion Generation'
”The largest generation of young people in human history can become the problem-solving producers, creators, entrepreneurs, change agents and leaders of the common decades” (UNFPA, The power of 1,8 Billion).

UNSCR 2250 is the first resolution that deals specifically with the role of young people concerning issues of peace and security. Developing the important role youth can play will be a key aspect of the sustainability and inclusiveness of implementation. Translating UNSCR 2250 into action will be essential to meet the global agendas and transform society towards long-term sustainability for generations to come.

Particular focus on SDG 11, 16 and 17. The New Urban Agenda show clear examples of resolving conflicts at the local level by engaging youth to lead positive change in their own communities. The “1,8 billion generation” therefore commit to formulate a set of recommendations to policymakers to move in the right direction, pin-point priorities and highlight gaps, to support Swedish UNSCR 2250 implementation.
